Gangs

Gangs tend to be groups of young or inexperienced people who engage in illegal activities. Some street gangs are infamous enough to be known internationally (such as the real-life Crips and Bloods); many are more local. All have the potential to do harm to their local communities. Most of their favorite music genre is raps & hip hop, though they are sometimes idolized by certain subcultures. Gangs usually consist of thugs, murderers, juvenile delinquents, and thieves.

NOTE: Only add in this category groups of people. Individual villains will never count. Also, Gangs can NEVER be Pure Evil as Gangs are usually group teams which don't support a moral agency, even if all of their members meet the criteria. However, Gangsters can be Pure Evil.
