The Dark Million Organization is an evil organization that plots to win the F-Zero prize money to fund their plans for universal domination. They're the opposing team from the Elite Mobile Task Force, and aside from Zoda's gunship, their secret lair resides in Dark Star.

Among the major members are:
- Black Shadow: The main villain of the series and leader of the Dark Million Organization. Black Shadow is a man of huge size, incredible strength, devious intelligence, supernatural powers and a sadistic personality. He hatches the grand scheme of taking the Reactor Mights for himself and not until the very end does his plans fail. The Reactors are the key to fulfill his beloved dream: To create the Dark Reactor which will make the Universe implode and be born anew as a cosmos filled with evil. He is shown to be incredibly patient and cunning, as insults or apparent setbacks are only met by his insane evil laugh, to his minions' perplexion. He rarely takes much physical activity in his plans, mostly issuing orders and working behind the scenes, though when he must, he brings out his monstrous machine, the Black Bull. He also has mysterious powers that border on the magical, like sending rays from his body that cause pain to nearby people, to impersonating people by taking their shape. Black Shadow remains in control in the entire series until the very end, when Ryu and Captain Falcon manage to overload and destroy the Dark Reactor. Shocked and furious at his sudden defeat, he jumps out of his machine in the middle of the explosion to attack Falcon, but he is finally defeated when the Falcon Punch is unleashed upon him, and he is utterly obliterated.

- In Ikran's timeline he was disguised by the resurrected Deathborn to conceal his identity in the overworld; the shell shattered as Yami and Falcon confronted him at Dark Star, and the latter knew from the start when he, Rick, and Tinsel escaped!
- Zoda (ゾーダ Zōda?): A criminal who is brought back to life in the era this show takes place in by the Black Hand. He was the cause of Rick's accident 150 years ago. He was also cryogenically frozen and later awakened/transformed into an alien-like being by Black Shadow and his Dark Million Organization. He doesn't appear to like Black Shadow or Miss Killer that much. Later in the series, Zoda is able to transform into a stronger being known as "Hyper Zoda" after having a Reactor Might implanted in his stomach, first shown in Episode 32 when he battles with Ryu and Falcon. Eventually, Black Shadow double-crosses him and throws him into the Dark Reactor to exploit the power of his Reactor Might. After the Dark Reactor's destruction at the hands of Ryu and Captain Falcon, Zoda miraculously survives the ordeal and shows up for the race in the epilogue, to Baba and The Skull's dismay.

- Haruka Misaki (Luna Ryder/Miss Killer): Black Shadow's right-hand woman who is actually Rick's old girlfriend. She was in deep freeze when The Skull and Black Shadow brainwashed her. She usually wins when she races, which is one reason why Black Shadow values her. Zoda doesn't appear to like her. Later on, she recovered her memories, which force Black Shadow to turn against her. She is later saved by Captain Falcon. In the last episode, she is working in the bar where Captain Falcon's secret identity previously worked.

Although she soon met her demise after Rick saved Tinsel from her scrimmage in Dark Star; her vessel was soon made over by Jody and Lucy as Haruka's kindred spirit was able to find peace.

- In Ikran's timeline, she was the top racer, even winning several races, and once tempted Rick to join the dark side. Although she soon met her demise after Rick saved Tinsel from her scrimmage in Dark Star; her vessel was soon made over by Jody and Lucy as Haruka's kindred spirit was able to find peace.
- Deathborn: Member of the Dark Million Organization and sitting chairman of the F-Zero Association. A cybernetic mystery, he is never seen talking, has inhuman strength and seems to be one of Black Shadow's most secretive minions. When he is last seen, Ryu and Captain Falcon are stalking him in hopes of him leading them to Black Shadow. Captain Falcon however realizes that Deathborn is no other than Black Shadow. In his first appearance he is seen sitting in a dark observation room watching the F-Zero racers, like he was in the first trailer for F-Zero GX.

- Berserker: A silent antagonist that appears later in the anime; he functions as a shaded spy for Dark Million, even though he happens to be one of the major heroes...
- Octoman: He joined the Dark Million Organization to keep his creditors at bay.

- Blood Falcon: Evil clone of Capt. Falcon created by Black Shadow utilizing a Dark Reactor Might.
- He has made an army of clones. Each one was destroyed in Ikran's timeline: from a copy as he fell off course while Rick and Tinsel saved Lucy, to another who fell off the Lightning course in the championship, to those inside the obliterated laboratory by the Death Anchor, and finally the last one being destroyed by Joey's Black Skull Dragon's Shadow Flare!

- Death Soldier: Aka, Dark Soldier. They're the expendable members of the organization as well as mechanics and pilots.
- In Ikran's timeline, they were destroyed by Yugi and Joey's Duel Monsters as they piloted their machines, the Hel Hoverers. And most were either absorbed by the parasite Rick freed in Dark Star, and the destruction of the base.
- There were also some temporary members such as Billy, Mighty Gazelle, and even Michael Chain seen in some scenes.
Former Members[]
The following members are those highlighted in Ikran's timeline:
- Rick Wheeler: He was abducted by Zoda, the Skull, Bio Rex and Miss Killer after he lost his will to fight from coming to terms on Haruka's death. After a few weeks, he was awakened by a black solution made by Dark Reactor Mights, and became a temporary member brainwashed by Black Shadow. He and Miss Killer were about to destroy Tinsel and Leon following a SOS signal, till she knocked some sense into him! He was his normal self, until Black Shadow and Dr. Stewart nearly convinced him to join them again, but Haruka, Tinsel, and his friends brought him around. He was able to escape, though sometimes he had repercussions from that fateful day...
- Jack Levin: Much like Rick, he was also abducted and brainwashed by Black Shadow. He became a newer version of the Death Reaper, and participated in the Aeropolis Dragon Slopes race, bashing every pilot to exterminate the competition! Rick was able to knock him and his machine off course, rendering him unconscious. When he received the formula Dr. Stewart once made, he was his normal, hotheaded, old self!
- Tinsel Steelus: She was once mesmerized after she drank her cannister at the Hovercraft Hub in Tortiz 3. It turned out to be an experiment Black Shadow concocted from Dark Reactor Mights. She achieved her victory on Victoria Falls and was instructed to win the race at Mist Flow; however, Rick bested her there, and they both fell off course! Rick recovered, though Tinsel received hefty damage. By the time she drank the formula Dr. Stewart made to reverse the effects, she slowly recuperated from the aftereffects.
- Jody Summer: Just like the other members of the Task Force, she too had been abducted, and functioned as one of the top assassins. She even assisted Miss Killer on finding the missing Reactor Mights of Light from the Dragon Bird and Silver Comet. She nearly convinced Rick to join the evil organization, but it failed. However, she was able to capture the Duelists, Yugi and Joey, but not until Tinsel let her rage loose onto her! Reuniting with her long, lost brother and remembering her family brought her around.
- Dr. Stewart: Like Jody, he stayed at Dark Star and functioned indirectly. His chance was to invade his son's hospital and retrieve the experimental formula he invented from Light Reactor Mights. He captured Rodney and nearly convinced Rick to join Dark Million again, till they escaped with Falcon and Tinsel! As the Skull was obliterated by Yami, he collapsed and soon retained his memories, despite the neurons being impaired, then repaired by Rick's thermal healing.
- Mr. EAD: During the Cosmo Terminal quarterfinals, he was assigned to wreak havoc and eliminate the competitors. He was so reckless thanks to the corrupt programming that his machine fell off course, then saved by the Falcon Flyer! He was soon reactivated to attack Falcon, Rick, Chris and Kate, though the Mighty Gazelle came to their aide and threw him, disabling his circuits! He was then restored thanks to Dr. Stewart's experimental formula by Light Reactor Mights.
- Dr. Theodore Clash: The engineer who was corrupt by Black Shadow. He was only seen designing advanced technology, even onto their machines and Dark Soldiers! He was then seen as Rick was trying to talk some sense into him in a Mute City race, though he was suffering from the repercussions, destroying his mind! He persuaded Rick the universe is in his hands, and he did the unthinkable as he asked Rick to push him to his demise then cross the finish line avoiding the detonation! He's succeeded by Lucy, Clank, EAD, and Gazelle.
- Lucy Liberty: She too was abducted by Dark Million, much like Clash; however her job was to destroy Rick, Tinsel, and Draq and team up with Blood Falcon in an F-Zero race. Thanks to their combined teamwork, the heroes won and rendered her unconscious, then receiving the formula. By the time she came to, she was reunited with them, Jack, and especially Leon who confessed his true feelings to her!
- John Tanaka: He was brainwashed as his more aggressive self as he assisted Clash designing more advanced weaponry, and soon racing in the Death Wind semifinals! He and Pico were reckless, but the triple Booster Fire by Rick, Falcon and Tinsel rendered them comatose. Pico was apprehended, but the formula was taken by Dr. Stewart! Thanks to Rick's experimental thermal healing, he was able to restore him and Rodney, although...the frontal lobe was finally repaired, making him as his more stern self than his former wimpy side.
