Season 5 episode 11 of Nightwing & Batgirl.
White Rabbit regains consciousness and found herself imprisoned at Arkham Asylum. She received a call from the Court of Owls, and she apologized because her plan had failed.
"No need to apologize, White Rabbit. What's important is you've kept the Bat-family busy. While they've been at work dealing with you, we've secretly been working underground to subdue all gangs in Gotham. Once we've taken control of all of these gangs, we will be able to take over Gotham with ease.", John Wycliffe, grandmaster of the Court of Owls told her.
"Thank you, master. Do you still have other agents?", White Rabbit asked.
"Of course I do. He's an inmate at Arkham as well. And he has lots of potential.", the grandmaster answered.
"And who is that?", White Rabbit asked.
"Look outside the bars.", the grandmaster told her.
She looked outside the bars of her cell, and saw two guards opening Scarecrow's cell. The two guards are members of Court of Owls in disguise. The other inmates complained that they should be freed two, but Scarecrow and the two other guards proceeded outside the Asylum. After bringing him a few miles away, the guards showed him his allies Gentleman Ghost, Scream Queen, Dala, and Mad Hatter.
"Cool.", Scarecrow said.
Then he received a call from the Court of Owls grandmaster, who told him, "Welcome to the Court of Owls. You are now one of my agents."
"And what's the deal with you?", Scarecrow asked.
"My deal is, you keep the heroes of Gotham busy, while us, the Court of Owls, work underground to take over all of Gotham's criminal gangs. You don't have to succeed in capturing her, or anyone who stands in our way. Just make sure you put up a good fight against them, and they don't discover about us.", the grandmaster told him.
"And why should I trust you?", Scarecrow asked.
"I just reunited you with your gang. And they all trusted me. If you don't think that's enough reason, feel free to decline the offer. You wouldn't want to turn your back on your gang, would you?", the grandmaster answered.
"It's almost halloween. Make your decision.", Mad Hatter told him.
"Alright. Let's do this.", Scarecrow responded.
"Good. And have I mentioned you we got a hand on your Scarebeast serums?", Wycliffe told him.
"What? How dare you put your hands on my property?!", Scarecrow asked them, enraged.
"We were subduing and putting criminal gangs under our control. Even instruments that can possibly be used to threaten our existence. We just coincidentally stumbled upon your lab and found these. Don't worry, we won't use these for our own gains. In fact, my boys even got these for you." Wycliffe answered, calming him down. On of the two Court of Owl members gave Scarecrow his very own Scarebeast serums.
"On second thought, this is perfect. You just gave me another reason to join your scheme. I'm totally in now.", Scarecrow replied.
"Very well, then. That's all I have to say. All I ask, is for you to keep Gotham's vigilantes busy.", Wycliffe said, before dropping the call.
"Let's go, gang. It's Halloween time.", Scarecrow told his allies. The villains now walked.
Nightwing, Batgirl, and Catwoman are at the headquarters keeping close watch of any criminal activities at Halloween time. Later, their supercomputer detected a criminal activity. It was at Gotham Times Square. The three rode the R-Mobile and got going there immediately.
"You know who we're dealing with, right, Catwoman?", Nightwing asked.
"Of course I do. Scarecrow, the man with fear toxins, Scream Queen, can of course, scream, Dala, the lady vampire, Gentleman Ghost, and Mad Hatter, the Lewis Carroll themed baddie. What do you think am I, a newbie? I've served more years in Gotham than the two of you", Catwoman answered.
"Alright, Cats. We're just kidding.", Nightwing told her.
"Well, I'm not impressed with your jokes.", Catwoman replied.
Later, they reached Gotham Times Square, where they saw the villains turning Halloween into a disaster. When Nightwing saw them, he wasn't able to contain his laughter. This enraged the villains and attacked the three of them. The three heroes now battled the five villains. But later, the villains' henchmen came to back them up, and they battled the heroes. Now, Scarecrow used his weapon, the fear extinguisher, an extinguisher which sprays fear toxin. Scarecrow started spraying it everywhere.
"You like my new weapon? I call it, the Fear Extinguisher!", Scarecrow told the heroes.
Batgirl protected Nightwing from the fear toxins by shielding him with her cape, then they wore gas masks to protect themselves. However, Catwoman had inhaled some of the fear gas. Nightwing and Batgirl went to Catwoman, who was down on the ground, but when they helped her get up, it's too late! She is now under the influence of the toxin. The villains hid behind the fear gas and escaped. While Catwoman was attacking the two heroes. The villains retreated at Scarecrow's hideout. Meanwhile at Arkham Asylum, White Rabbit called John Wycliffe and talked to him.
"So, are you just gonna leave me here at Arkham just like this after my job was done?", White Rabbit asked.
"Patience, pretty bunny. We'll get you out of there. Your job for us is done, and you did a great job. You deserve out of the Asylum", Wycliffe replied.
"Thanks a lot, master.", White Rabbit replied.
"You're welcome", Wycliffe said as the call ended.
Now, Wycliffe, the Court of Owls grandmaster called Scarecrow and his gang who were at their hideout.
He asked them, "How's your plan of distracting the heroes going?".
"We haven't battled them a lot yet, but I've managed to infect Catwoman with my fear toxin", Scarecrow answered.
"Very well. Keep up the good work. We are on our way to subduing most of Gotham's biggest gangs.", Wycliffe assured them, as he dropped the call.
