Rauru, also known as Kaepora Gaebora when in his owl form, is an ancient Hylian and the Sage of Light in Ocarina of Time. Many ages before the events of Ocarina of Time, he constructed a new, second Temple of Time over the former location of the Sealed Temple during the Era of Chaos, a chaotic period that followed many years after the events of Skyward Sword. He did so to protect the Triforce from the onslaught of greed, with the Temple of Light, situated at the center of the Sacred Realm, becoming its resting place and the Temple of Time acting as its only, locked entrance. Rauru then remained in the Temple of Light and protected the sacred relic for many years.
During the events of Ocarina of Time, Rauru is not seen outside of the Sacred Realm except in his owl form as Kaepora Gaebora. He helps and watches over Link, the Hero of Time, many times throughout his quest, anonymously in his owl form when Link is a child and in his Hylian form when he is an adult. The connection between his Hylian and owl forms remains ambiguous to the public, being a mere rumor from a Gossip Stone.

Rauru actually was the one who transported Zelda II and all her Pokémon from the World to Hyrule, in order to avoid the spying eyes of a dark figure looking for them on the Kanto frontier.
He did disguise himself as the mystical, wise owl, Kaebora Gaebora, and guided Link and Zelda II at times. Even at the end of the Spirit Temple where he advised Link to deflect magic back onto the elemental witches. Then, throughout the 7 years, he watched over Link, Navi, and Zelda II as they slept within the Chamber of Sages. He then woke them up finally, and he informed that even though Link retrieved the Master Sword, he opened the way to the Sacred Realm allowing Ganondorf to attain the Triforce. He transformed Hyrule into a world of evil and brought curses to each of the Temples. As the only Sage, his power was nothing, as he must find the other five Sages in their time of awakening. Combined with the Master Sword, they'd be able to seal Ganondorf into the Evil Realm. He gifted the heroes the Light Medallion, in which Zelda II remarked it was better than any Badge! He wished them luck and to save Hyrule, and to have Link fulfill his destiny as the Hero of Time; he wasn't old enough, thus waiting 7 years.
He was seen again after all the Sages, and their Pokémon, appeared, and Zelda II gave Rauru Slowking, Girafarig, and had the Mew duo trade positions. As Link made a kowtow, as his new guardian he declared the destiny of the Hero is in fruition, and the Master Sword shall fulfill its purpose. May the way to the Hero be achieved! Zelda II then requested for some R&R and Rauru gave the duo 24 hrs.

He then gave Link a telepathic message that the Sages shall construct a Rainbow Bridge leading into Ganondorf's Castle over the lava pit! He then encouraged the heroes to proceed to Ganon's tower as the Light barrier was disabled. By the time Ganondorf fell, he then ordered all the Sages to seal him into the Evil Realm, with him shouting to have his revenge!
The Lost Legend of Namira[]
Rauru was still watching over Link and Zelda II as he sensed an ancient evil be reawakened, the Gerudo succubus, Namira. He alerted all the Sages evil was upon the world and he prayed to never be swayed. He even ordered Nabooru down to Hyrule to investigate.
The Sheikah's Curse[]
Rauru was still in the Temple of Light when he offered to restore Link back to health and let him rest while the light in him would be restored thanks to Tussee's curse.
Coronation and Dreams[]
Rauru attended Queen Zelda's coronation, and he was one of the elitists and had Zelda II's permission to use her Psychic types, if Nabooru's cool with it.
Tie a Yellow Ribbon Round the Deku Tree[]
It was implied that during the Imprisonment War, Rauru watched over Zelda as she was escorted by Link and Zelda II at the new Sanctuary. Until Agahnim found her and killed him in cold blood! Link was his last witness to see him alive as he begged him to rescue Zelda and save Hyrule. His replacement happened to be Mewtwo as the new Sage of Light.
