This was Rick's flat he has lived in since he first woke up from cold sleep after 150 years. This was part of an apartment complex adjacent to the Falcon House, and it's one of the rooms that houses an F-Zero pilot, aside from Jack and Clank (and Tinsel in Ikran's timeline).

At first Rick had his entire flat for himself, and it's been revealed that Tinsel lived about 3 doors down from it. She rarely visits his flat, usually to keep him company or give him some moral support. One example was in Vulnerability of a Hero, when Rick took in "Sophia" and soon Tinsel heard a ruckus from her assaults onto him! She immediately came inside as Miss Killer leapt from the window, and Tinsel gave him mouth-to-mouth. Another time was when Tinsel took a photo of him and Haruka smiling as a source of her motivation when the Task Force separated by Dark Million. By the time he was recovering, or tried to, from the aftereffects of Dark Million's thrall, he felt as if he was at home again, with everything intact. After he passed out from the mounting weakness, Tinsel snuck in and asked if she'd keep him company, he accepted.
After they began to bond more, especially after Falcon's sacrifice and the universe was saved from Deathborn, Tinsel officially decided to move in with him; it was twice as big as her flat anyway. Even when they were engaged, even when Rick was involved in strenuous bounty-hunting missions, even before they got married and decided to move into Port Town permanently, they've always spent so much and many good times there!!
