Shalla-Bal is a fictional character appearing in American comic books published by Marvel Comics.
Shalla-Bal is the Empress of her utopian planet, Zenn-La (in the Deneb System, Milky Way Galaxy), and was the lover of Norrin Radd. Mephisto used Shalla-Bal as a pawn against the Silver Surfer (who was at this time Norrin Radd). Finally understanding the conspiracy Surfer returned to Latveria to find Shalla-Bal meanwhile imprisoning himself once again on Earth. The Surfer bestowed a portion of his Power Cosmic to Shalla-Bal while Mephisto was sending her back to her planet, and she was able to use this power to restore the life on Zenn-La.
However, the responsibilities of her office made Shalla-Bal refuse marriage with the Surfer when he eventually broke free from Earth for good, and he told her that their romance was over. After years of rejection, Shalla-Bal once became romantically involved with Fennan Radd, a man who claimed to be the Silver Surfer's half-brother by his father. Fennan claimed to have been born after Norrin's mother Elmar committed suicide.

She was first seen as Reed was having a nightmare in Terri's AstroWing while they were heading to Zenn-La. In it, she was seen tending her large garden when all the sudden, Mephisto cornered her and nearly killed her wanting Norrin to come to him. She was then taken to his planet, and it was a very fatal mission for the Fantastic 5 and Norrin! He and Reed were separated as the AstroWing crashed!
She was found by Terri without her powers, merged with the groups onto Reed. She was seen cuffed amongst the undead and Terri escorted her to the repaired ship. Before Mephisto took Norrin's soul as he surrendered, thinking Shalla-Bal was dead, Fennan took the blow! He reunited with her, but...he noticed his hand go thru her, implying that they only retrieved her doomed soul!
She remembered that when her spirit was captured, her body was taken to the intergalactic graveyard, the Magik Domain. The quintet pursued and found her vessel, sealed in a capsule, then taken in by the Zenn-Lavian mothership as the domain was being consumed by a black hole. Norrin taught her how to merge with her body, then she was restored as her normal self, as was Fennan. They made a tearful reunion, and therefore, the mission was accomplished. It was said that Norrin was no longer in exile and can roam the galaxy freely. It's possible they may either make their hospitality on Mars, or in Zenn-La again.

- Ironically, she hardly looked like Susan Storm as mentioned by Norrin in the Fantastic 4 sequel.
- Nevertheless, since she loves the Surfer so much, Ikran never resisted including her and making her as one of her favorite Marvel characters. She wishes to know more about them if the MCU should do a movie of them!
