The Devil, also known as Satan, is the ruler of Hell. He makes deals with mortals in exchange for their souls. He has made deals with Malcolm Dreyfuss and the Witness Ichabod Crane.

Lucifer had always been plotting the Apocalypse, with the four Horsemen and Moloch, even enlisting Jobe, Malcolm, and even "dusting an old history book" using Pandora and the Hidden One. His goal was to rule the world over and surpass God. By the time the Revolution rolled around, He has enlisted Moloch to reign terror, despite the fact He was planning to kill the Destroyers/Witnesses over 2000 years ago, persecuting them as the culprits and thus dying with the assistance of 7 Guardians possessing the Virtues.
By the time Dreyfuss was sent to Hell, He also orchestrated the damnation upon Ichabod, after he sold his soul in exchange for a fragment of the Philosopher Stone. He had been awaiting Ichabod in Hell, wanting to torture him, force him to swallow the Seeds of Doubt, make him loyal to break His shackles, and Ichabod assisted Him to escape onto the world!

The team met up with Lucifer who was ecstatic to meet their demise. With their wavering courage and depleting supplies, they lost to Him, and He declared as the unstoppable King of Kings. Meanwhile, the seven crystals dimmed and Chief Turgado led the prayers to Team Witness below, especially the Witnesses themselves. Joe, Abbie, Grace, Lori, Leon, August, Katrina, Henry, and Washington joined in, restoring their lost strength. Ichabod then declared that God hasn't been ignorant but could actually fight alongside them in their hearts. They used that to their advantage, including the seven Virtues, and the Cross. They withstood Satan's devastating blow and repelled it onto Him, forcing Him to be weakened and sealed Him back to Hell until the next war. He said He would never die "as long as evil exists in the hearts of the living."
